Previewers are plug-ins to Outlook that display a version of the attachment in the preview pane.
They are separate from the main program you’d use to view or edit those documents (like Word or Excel)..

Are you referring to the “reading pane”? If so, this absolutely will count as an open if the email is rendered in the reading pane. There is no correlation to Outlook’s “mark read after x seconds” feature.
